CAMTEL (AS15964) has been originating routes for 4.0.0.0/8 and 8.0.0.0/8 for awhile, which Telxius Telephonica (AS12956) seems to be accepting and relaying to anyone else who will listen. There are some more specific prefixes for much of the covered space, but not all. Presumably a fair bit of traffic to that unused space is reaching Telxius/CAMTEL and some seems to be looping. I imagine AS 3356 might wish to see these announcements cease. I tried a few listed contacts for 12956, but if anyone has a better path to reach out to someone it might be helpful. John
