XO / Level 3 connectivity issues?

Is anyone aware of problems between XO and Level3? I have a VOIP provider telling me that there are problems in Chicago that are affecting VOIP call quality when the IP phone endpoint is on XO and the provider's VOIP switch is on Level3 (symptoms are choppy voice quality with remote caller's voice being garbled or blenderized). --Patrick
