We have decree 123 here in italy that obligates all providers to offer it free of charge for residential users in effect for over a year now. This year it also requires equipment vendors of cpes to offer it. see how lucky we are ?
This appears to be an obligation to *offer* it for free. That suggests implied consent (if the subscriber accepts the offer). The challenges are mostly around any model that would mandate that a service provider can do it at the request of some external agency and without the consent of the end user.
Yes it is a little more complicated as it depends on the size of the provider and if the user is a minor. It must be preactivated on services used by a minor ( sim card basically) There is opt in/out and larger providers are required to offer solutions that allow parents to control various categories in some way or another, all for free. You may offer add ins at a cost , such as additional blocking categories, security services and whatever else you can dream up. Brian
