The only real Russian Embassy in the US is in Washington where their Ambassador is stationed, although arguably their UN Office in NYC has the status of am Embassy. Embassies have to do with international diplomacy. Their Seattle office is a consulate, which is what most people deal with for passports, visas, import/export permits, and similar personal/commercial stuff rather than diplomatic stuff. Commonly the Embassy of a country is also a consulate or, as it is sometimes described, has a consular affairs branch.
