We have similar issues with IPinfo and customer devices which are in different countries. IPinfo ignores our geofeed file and have not responded favorably to our support tickets requesting they user our geofeed data or fix their database entries. Whenever a customer complains specifically about IPinfo, we tell them we will try to get the issue resolved but they should use a more reputable geolcation provider such as MaxMind for their geolocation needs.
